Robert E. Oakley, Jr.
Mr. Robert E. Oakley, Jr. has over eighteen years combined experience in investigative (forensic) engineering and commercial/residential construction. Robert began his work with PennDOT in 1983 and has worked on several major projects, primarily serving in the Construction Management and Material Testing aspects. He specifically worked on bridge work, reinforced earth walls, soldier beam walls, waterlines, drainage work, electrical, roadway paving, foundations, and site work. Administratively, his experience included the scheduling and coordination of the prime workforce, subcontractors and suppliers; site cost evaluation and engineering; budget cost controls and the effects of delays to scheduling; enforcing safety requirements, interpreting design documents and blueprints, and construction concrete, asphalt, and steel testing and failure analysis and inspections. In addition, Mr. Oakley has significant experience in claims avoidance as a forensic investigator. His primary means of litigation avoidance/support is through solid information systems. Mr. Oakley is trained in expert witness testimony and has extraordinary negotiation skills. He has provided testimony, cause & origin investigations, and accident reconstructions to a wide variety of clients including private owners, contractors, legal counsel, insurance companies, counties, and states. Finally, in response to his clients’ needs, Mr. Oakley has created and nurtured a team of people to provide Capital Development services. Our team includes but is not limited to CPA’s, Mortgage Brokers and Attorneys. These services have allowed many of Oakley Services, Inc.’s clients to obtain business loans to attend to their IRS obligations as well as business reorganization. In most cases, these corporations require not only fiscal assistance but business reorganization services in order to maintain a stable and profitable entity. Grant Farmer, P.E. Mr. Farmer is a Professional Engineer who specializes in Civil, Mechanical, Sanitary and Surveying. He is registered in Pennsylvania, Ohio, West Virginia, New York and Indiana. He is a professional Land Surveyor. Mr. Farmer is a graduate of Youngstown State University in Ohio and received a A.A.S. in Civil Engineering Technology and a B.S.A.S. in Civil Engineering Technology. He has 28 years of experience and has professional affiliations with the National Society of Professional Engineers (NSPE), Pennsylvania Society of Professional Engineers and American Water Works Association (AWWA). Timothy Mason Timothy Mason is an experienced Construction Manager who owns and operates Mason Associate Consulting Services, LLC. He has eighteen years experience as a Construction Manager, Project Manger, and Architect practicing in construction management and interior architecture. Jim Klock Jim D. Klock comes to Oakley Services, Inc. with 9 years of experience and training in personal and public law enforcement. He has attained over a dozen certifications in the various aspects of Criminal Justice. With excellent interpersonal and communication skills, Jim has combined his experience and personality to become a highly effective trainer. As a trainer for Oakley Services, Inc. Jim provides on-going trainings to our public housing security guards. Administratively, the trainings review updated policies and duties. Regarding security, Jim reviews appropriate security procedures as related to the public housing sector. At six-month intervals, our security guards remain up-to-date on the administrative as well as the on-the-job requirements of serving a public housing community. Miguel Rodriguez Miguel Rodriguez is an experienced Regional Security Services Manager who handles several sites in the Lehigh Valley and Philadelphia areas. With nine years experience, Miguel handles all site scheduling, report documentation, hiring procedures, and other activities for all active sites. Heddy Richards Heddy Richards brings over thirty-five years experience in General Contracting and Construction Management. Currently, Heddy has performed public sector services, commercial rehab projects, and has experience in managing financial, development, and construction of commercial projects, including retail shopping centers, commercial offices, and mutli-family residential projects. |
